In the summer of 2007, House Bill 1900 , known as “Tina's Law”, was sponsored by State Representative Susana Mendoza (D-Chicago) and State Senator Kirk Dillard (R-Hinsdale). The bill was signed into law in August, and took effect on January 1, 2008.
Named for Tina Ball, a highway construction worker who was killed in 2003 by a drunk driver, this new law allows relatives of DUI victims to request a memorial marker for any crash that occurred on or after January 1, 1990. The marker may memorialize more than one victim who died as a result of the same DUI-related crash as well as victims from DUI-related crashes in close proximity.
The program is modeled after a similar 10-year-old Colorado program.
Tina's Law and the corresponding DUI Memorial program are meant to raise awareness of the too-often tragic outcome of impaired driving while giving families an opportunity to remember their loved ones.
